Oddly enough, I've managed to work out quite a few of the government systems for the countries of Tethlina. I will only have vague descriptions, of course, but hopefully they make things clear enough. ^^
Centis - University-run. The heads of each University meet in order to decide rules and laws, like a sort of senate.
Fletha - Run by the farmers. A man or woman is elected from each village/town/city to represent said area in a group meeting, and each take turns leading the council.
Narve - The highest ranking Magician's run the country, with one elected as the leader.
Lanna - n/a (sorry, haven't come up with anything for this one. =/ )
Farken - Run solely by individual merchants. There is no set government.
Blith - Has a complicated system of Lords and Ladies, vying for power within the infrastructure. Run by a monarch, currently King Darius.
Isla Mafel - Basically, each man owns his own ship and decides the rules there, but in port, the Port-master is the one and only person with power.
Darken - Run by the scientists, as they are the ones doing the research.
Takna - n/a
Talna - Military rule. Leader of the army is the leader of the country.
Tisret - n/a
Nelthet - Has no set government, except perhaps whatever the stars say.
Giben - n/a
Zektab - A simple election of a leader chosen from the most skilled healers. That person then receives the honor of being asked to every city at every moment to help with some patient.
Gizan - A leader is elected via a card-reading. The cards tell the people who their leader should be. This country has seen some pretty bad leaders because of this...
Narga - No set government. Every man/woman for themself.
Zenbev - Run by whoever owns the particular space of land.
Metht - n/a
Yeltik - Military rule, with a senate to back it up. Both must approve something for it to take affect.
Mekke - Nothing is known of Mekke's government by any of the other countries of Tethlina.
Qeltikna - Empire, ruled by the Empress Dephina.
